Why Was Smoking Restricted on Thai Beaches?

Legal Basis for the Smoking Restrictions
Thailand’s marine and coastal environmental legislation had already provided authorities with powers to take action against activities that could seriously damage marine and coastal resources.
Under the Act on the Promotion of Marine and Coastal Resources Management, B.E. 2558 (2015), officials can order activities that cause serious harm to marine or coastal resources to be stopped.
Failure to comply with an official order under the relevant provisions can result in significant penalties, including a fine of up to 100,000 baht, imprisonment for up to one year, or both.
The beach-smoking restrictions introduced in 2017 were therefore part of a broader effort to use existing environmental legislation more actively rather than simply introducing a new general smoking rule.
Designated Smoking Areas
The restrictions did not necessarily mean that smokers had to leave the entire surrounding area. Designated smoking areas were established away from the main beach areas, where people could smoke and dispose of cigarette waste in appropriate containers.
Visitors who smoke should therefore look for clearly marked smoking areas and follow instructions provided by local authorities or beach staff.
